OC4J_SECURITY Fails to Start Error : OID Dependency Failed (Doc ID 303860.1)

Symptoms

Unable start the Infrastructure Services.
"opmnctl startall" command fails to start OC4J_SECURITY. It gives the following error.

failed to start a managed process because a dependency check failed
oid dependency failed
OID
Log:
none

Checking the OID services, it shows that Only "oidmon" has been started.
"oidldapd" is not running.

Trying to start "oidldapd" using "oidctl" command fails with the following error

"ORA-0, Could not connect to the Database"
