SCIM REST API Does Not Allow Unlocking User After Patch 2024 April Patch With Error: User:locked.value is read-only and can not be patched

Symptoms
On OIG 12.2.1.4.240415 setup, SCIM REST API does not allow unlocking user after patch 2024 April patch
We have a service where we use the OIM SCIM API to unlock users. After installing this patch, this no longer works and The error is the following:
We use a system administrator user to unlock the users.
According to the documentation, the locked.value should not be read-only readonly.
