WebLogic Servers Going to Warning State with "java.sql.SQLRecoverableException: IO Error: Socket connect timed out" (Doc ID 3041664.1)

Symptoms

Data source connections are not getting shifted gracefully from node 1 to node 2. Instead, WebLogic logged reported the following errors and required multiple rounds of domain JVM restarts as well as Admin Console restart. Due to continuing WebLogic DB connection errors during the recovery, DB Node 1 was shutdown.
