ADF Skin Randomly Fails to Work After Redeployment (Doc ID 3042053.1)

Goal

An application was migrated from version 11.1.1.7.0 to 12.2.1.4.0.
After initial deployment, the skin seems to render fine but upon redeployment, it is randomly seen the components are not using the skin.
If the application is again redeployed, it may work.

What are possible reasons for this?
