Symptoms

On : 12.2.1.3.0 version, Identity Self Service

ACTUAL BEHAVIOR
---------------
Certification Attestation cant be re-assign to user manager


 STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Certification Attestation cant be re-assign to user manager
1- Certification is successful trigger to Reviewer (i.e manager)
2.- after Certification triggered few users manager got changed and need to re-assign the users to new manager, which are part of step1
3. currently can re-assign the certification at the reviewer level cant be perform on reviewer level.
