Forms and Reports 12.2.1.3.0 to 12.2.1.4.0 (Non-ZDT upgrade) , next 12.2.1.4.0 to 12.2.1.19.0 (OUT OF PLACE upgrade) and while running reconfig.sh
the following error is seen (particularly when validation happens)

What can be verified :

The installation of Infrastructure and FR 12.2.1.19.0 is successful in a new folder which the folder is no way related to 12.2.1.4.0 path.

What works:
===========
There is another instance which had fresh install of 12.2.1.4.0 (NOT upgraded from any previous release) and OUT OF PLACE upgrade to 12.2.1.19.0 was successful.

Testcase and steps to reproduce :

-- Install F/R version 12.2.1.3.0
-- Upgrade to 12.2.1.4.0 using Non-ZDT
-- Upgrade to version 12.2.1.19.0 using Out-of-Place
-- run ./reconfig.sh
Provide 12.2.1.4.0 Domain Location: $Oracle_Home/user_projects/domains/base_domain/

Due to this issue, users cannot upgrade the Oracle Forms and Reports from 12.2.1.4 to 12.2.1.19.

Use IN-PLACE method to upgrade to Forms and Reports 12.2.1.19.0.
