Start up error : Cannot register Library "oracle.soa.composer.webapp" (Doc ID 3047247.1)

Symptoms

Can not start SOA server with below errors :

<Error> <Deployer> <e-edps-adfsoa1a-devint> <AdminServer> ... <BEA-149205> <Failed to initialize the application "oracle.soa.composer.webapp [LibSpecVersion=11.1.1,LibImplVersion=12.1.2]" due to error weblogic.application.library.LibraryDeploymentException: [J2EE:160144]Failed to register library Extension-Name: oracle.soa.composer.webapp, Specification-Version: 11.1.1, Implementation-Version: 12.1.2: Cannot register Library "oracle.soa.composer.webapp" with Specification-Version set, because other registered Libraries with the same name do not have Specification-Version set

 weblogic.application.library.LibraryDeploymentException: [J2EE:160144]Failed to register library Extension-Name: UIX, Specification-Version: 11, Implementation-Version: 12.2.1.3.0: Cannot register Library "UIX" with Specification-Version set, because other registered Libraries with the same name do not have Specification-Version set
  at weblogic.application.internal.library.LibraryDeployment.prepare(LibraryDeployment.java:67)

]. Check the library MANIFEST.MF file and correct version information there to match server settings, or undeploy the misconfigured library.
