Symptoms
on a multinode environment, for a newly added WLS_REPORTS managed server on a new node, getting error when accessing showjobs page

java.io.FileNotFoundException: The Runtime MBean jar file "DOMAIN_HOME/servers/WLS_REPORTS_SC7/tmp/_WL_user/reports_12.2.1/ezixk1/META-INF/${reports.product.home}/jlib/runtimembean.jar" does not exist.
java.lang.IllegalArgumentException: Found no object names where one was expected for query: oracle.reportsApp.config:type=ReportsApp,name=rwservlet,*
The showjobs URL hangs and the managed server goes to Warning status, with stuck threads:
<[STUCK] ExecuteThread: '8' for queue: 'weblogic.kernel.Default (self-tuning)' has been busy for "642" seconds working on the request "Http Request Information: weblogic.servlet.internal.ServletRequestImpl@30c6ba78[GET /reports/rwservlet/showjobs]
