Application Slowness and Stuck Threads BEA-001129 Errors in WebLogic Logs (Doc ID 3050156.1)

Symptoms

Managed servers experience communication issues with the database server, leading to application slowness and stuck threads.

This issue affects JDBC connections for multiple PDBs.

The error message " <Received exception while creating connection for pool "<DATASOURCE_NAME>": IO Error: Broken pipe, Authentication lapse 0 ms..>" is observed.

Slow database connections are reported and DB alert logs indicate "inbound connection timed out" (ORA-3136) errors.
Fatal NI connect error 12170 is also reported, along with TNS error code: 12535, indicating TNS operation timeout.
