Oracle Identity Governance (OIG): Changes to User Attributes are Submitted together, but immediately Rolled Back individually without visible Error (Doc ID 3051832.1)

Symptoms

Attempting to modify user attributes including both out of the box attributes like First Name and user defined (UDF) attributes.  The form allows changes to be submitted.  However changes are almost instantaneously rolled back.  When the form is refreshed, the changes are discarded and the original values are present.

As part of troubleshooting the issue, review the lightweight audit data for this user (in AUDIT_EVENT table).  When this issue occurs, the original update of multiple attributes is recorded as a single event (changes visible in EVENT_VALUES_ADDED column.  Within a second of the original event, additional events rolling the data back one attribute at a time also appear with the 'new' value in EVENT_VALUES_REMOVED column and original value shown in EVENT_VALUES_ADDED column.  When a user updates three attributes, there would be a single AUDIT_EVENT row for the initial change, followed by up to three separate AUDIT_EVENT rows with one for each rolled back attribute change.

NOTE:  This document is more of a troubleshooting guide.  It points to the source of the problem, but it may be necessary to modify the process events and tasks in Design Console and this document does not cover those settings or the actions required to modify them.
