JMS SAF Messages are not Flowing From SOA to OSM (Doc ID 3051861.1)

Symptoms

The JMS SAF messages placed in SOA are not flowing to OSM, only sitting in the queue on the SOA side. SOA and OSM are configured on 2 different domains. Issue happening only when SAF messages are sent from SOA (on-prem) to OSM (OpenShift Cloud) using https in remote context. Issue not seen when SAF messages are sent from SOA (on-prem) to OSM (on-prem) using t3 in remote context. Messages are produced using SOAP UI. Following error is thrown in the logs:
