Oracle Identity Governance (OIG): Rejected Provisioning Tasks are not being Retried by Task Timed Retry Scheduled Job (Doc ID 3052192.1)

Symptoms

Bulk loading thousands of users.  Immediately after the users are created, the Evaluate User Policy job provisions a series of applications and entitlements to those users (via birthright roles and access policies).  One account associated with at least a thousand users is stuck in 'Provisioning' status.  The create task for that account is 'Rejected'. 

Changes

New implementation, new target systems and connector implementations.
