Symptoms
Encounter the "Server is not in the majority cluster partition" error when attempting to start a WLS 14.1.1 cluster with three servers. The issue arises specifically from the DatabaseLessLeasing subsystem failing in the 'DOMAIN' partition, causing the servers to enter a failed state. The problem occurs when attempting to change the keystores to CustomIdentity and Customtrust settings.
