OHS Not Starting After Downtime (Doc ID 3054285.1)

The Oracle HTTP Server (OHS) is down after scheduled OS patching.
The issue is indicated in the ohs_nm.log, which displays an OS error (OS 10049): "(OS 10049)The requested address is not valid in its context."
This log entry is followed by: "AH00451: no listening sockets available, shutting down."
