Unable to Launch the Capture DC-Client After Upgrading Chrome/Edge to 130

Details
When attempting to launch the Capture dc-client from a Chrome or Edge Browser, after updating the browser to version 130xxx, the client will not launch. This does work with Chrome/Edge version 129.

Created the following bug for 12.2.1.4.0:

This has been resolved with the following Patch:
Patch 37220040: OWEC Bundle Patch 12.2.1.4.241027
Customers using 12.2.1.3.0, please use the following options as a work-around:
- Roll back Chrome/Edge to an older version (129 or older). Ensure you disable Chrome/Edge auto updates.
- Install Firefox and use Firefox instead of Chrome.
- Use the stand-alone Capture client (not launching from the browser), if possible.
- Upgrade to 12.2.1.4.0, and apply the latest patch.
Note: The Error Correction Period for version 12.2.1.3.0 ended Dec 2022. If this issue requires a code change in the Capture 12.2.1.3.0 baseline, it would not be eligible for a new patch since it is out of the 12.2.1.3 patching grace period window. Therefore, 12.2.1.3.0 customers would use the workaround as the resolution, or upgrade to 12.2.1.4.0.
