EBS Responsibilities Provisioning Fails with ORA-01000: maximum open cursors exceeded (Doc ID 3057319.1)

Symptoms

Provisioning of EBS Responsibilities fails.

When checking the 'Resource History' in OIG, we could see the 'Add Responsibility' task in 'Rejected' status.

The OIM logs show error

org.identityconnectors.framework.common.exceptions.ConnectorException: Error occurred while adding the child data :Error occurred while adding the child data :ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded
and the exception is {1} and the exception is {1}
at org.identityconnectors.ebs.EBSConnector.addAttributeValues(EBSConnector.java:348)
at org.identityconnectors.framework.impl.api.local.operations.UpdateImpl.addAttributeValues(UpdateImpl.java:118)
