Symptoms

On : 12.2.1.3.0 version, Content Server

ACTUAL BEHAVIOR
---------------
ACL with Public Security Group not working correctly in Production.
ACL is working with Public Security Group not working correctly in Test.

EXPECTED BEHAVIOR
-----------------------
ACL to work with Public Security Group in all environments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up ACL
2. Observe it is not working with Public Security Group

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, admin users cannot restrict users as desired.
