Symptoms

An application using JDBC 19.3 on WebLogic 12.2.1.4 encounters a patch conflict between the previously applied <Patch:31372984> and the latest October 2024 JDBC Bundle <Patch:36926636>.
When applying the latest OCT patch 36926636, the following conflict is reported by OPatch:

The issue can be reproduced at will with the following steps:
1. Apply Patch 31372984 to the system
2. Attempt to apply the October 2024 JDBC Bundle Patch 36926636
3. Observe the conflict.
