Symptoms
On : 12.2.1.4.0 version, Content Server
When attempting to login to Content Server after applying patch 36823802, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Install Patch 36823802: WC Stack Patch Bundle 12.2.1.4.240710
2. Restart WCC Managed Servers
3. Try to login
4. Observe error
