How To Import Solution Migration Tool Packages for Project Migration? (Doc ID 3059650.1)

Goal

Attempting to migrate AP Project 1007G to AP Project 3250 using the Solution Migration Tool (SMT) that comes with WFR 14c installation package. In the migration tool user guide it states the steps:

4.3.1 Import Build Description Packages
To import build description packages, complete the following steps:
1. In the main menu, select Supported Builds to view the build description packages. The description packages are not available by default.
Note: To configure the Solution Migration Tool, you need to download and import the description package that describes the solution version of the project that you want to migrate

We are not able to find where to download the build description package for AP Project 1007G. Where can the project packages be downloade for use with the SMT tool?
