Symptoms
Net Manager (NetMgr.exe) is installed on a Windows machine to connect to OID and manage tnsnames entries.
An OID 12c server is configured in Net Manager as the target directory using the correct hostname and non-SSL port but it cannot be reached. Only a "local" entry appears in the interface but not the expected "directory" entry that is used to manage tnsnames entries when the connection works.
The Net Manager tool can thus not be used and the workaround is to manage (add/modify/delete) tnsnames entries through ODSM or LDAP commands.
