Oracle Identity Governance(OIG12c):Unable To Download OIM SOA Attachment With Error :"This site can't be reached" (Doc ID 3063986.1)

Symptoms

When trying to download attachment from request submitted by requester, the download page is re-directed to SSL port : https://<IP_HOST>:<SSL-PORT>/integration/.. and throws error : "This site can't be reached".

When we change the port from SSL to Non-SSL in the browser, we are able to download the attachment.
"/integraton " has been configured to route to Non-SSL port , but still it is routing to SSL and the attachment is not downloaded
