Errors when creating a new 14.1.2 SOA or BPM domain using Single server (Doc ID 3065329.1)

Domain creation on SOA 14.1.2 or BPM 14.1.2 fails

The error is either:

CFGFWK-64254: Error occurred in "Security Processing" phase execution
Encountered error: TypeError: 'NoneType' object is not iterable

CFGFWK-64254: Error occurred in "Artifacts Generation" phase execution
Encountered error: Servicetable connection not available.

Also the domain creation log shows errors like

CFGFWK-64038: The app-svc-name "wsm-pm" must have target.
CFGFWK-64038: Provide a valid target.

or referring to some other app doesn't have a target
