Symptoms
An environment is using Oracle WebCenter Enterprise Capture (WEC) 12.2.1.3.0 and Patch:31458724 - OWEC Bundle Patch 12.2.1.3.200715.
When using a URL to load the Capture client, only some users are able to load the client (others cannot).
