After Sites Login, Left Navigation Is Not Working As Expected After Applying The Latest Patch (Doc ID 3065737.1)

Symptoms

On : 12.2.1.4.0 version, WebCenter Sites

After applying the latest sites patch and login to Sites UI,
the following error occurs.

The left navigation is not displayed and sites.log shows below error
