Solution
 1. Use an ADF Skin editor to create a customized skin
 2. Create a Theme in the skin editor
 3. Edit the Skin as desired.
 4. Export the Skin as a jar
 5. A resource bundle jar needs to be created using the contents of this jar file
 6. Login to the weblogic console and deploy this jar file as a shared library.
 7. Restart the managed server
 8. Login to the BPM Workspace or BPM Worklist application and set the custom skin through "Application Preferences"
