Troubleshooting ORDS 24.4 Deployment Errors in WebLogic Server 14.1

Symptoms
After upgrading ORDS to version 24.4 and deploying it on WebLogic Server (WLS) 14.1.1, users encountered a 404 error when trying to access Apex applications. The error message was:
404, The request could not be mapped to any database. Check the request URL is correct, and that URL to database mappings have been correctly configured.
The managed server log file showed the following error where ORDS is deployed:
java.lang.UnsupportedClassVersionError: org/eclipse/jetty/util/annotation/ManagedAttribute has been compiled by a more recent version of the Java Runtime (class file version 61.0), this version of the Java Runtime only recognizes class file versions up to 55.0
Changes
1> ORDS was upgraded to version 24.4.
2> ORDS 24.4 was deployed in WebLogic Server 14.1.1.
