"Unsupported Content-Type: text/xml" Exception After Applying October Quarterly Patch 36918958 (Doc ID 3067120.1)

Symptoms

After applying <> (OSB BUNDLE PATCH 12.2.1.4.240805) the following error occurs when the wrong content-type is specified for either a SOAP 1.1 message (valid content-type is "text/xml") or SOAP 1.2 message(valid content-type is "application/soap+xml"). When the patch is rolled back the original behavior returns.
