Oracle Identity Governance(OIG12c):After Revoking The Account In OIM , Recon Is Not Working For Same User (Doc ID 3069124.1)

Symptoms

This is a case with a custom connector for FlatFile .
When we revoke an account in OIM, the  account gets removed from target.

If the account is re-created at Target and a Target recon is run, the account does not get linked in OIM and recon events are not generated.
