Symptoms

Creating a Fusion Middleware 14.1.2 repository with MDS schema on Oracle SE2 database failed with the following error

 The issue occurs when creating the repository on Oracle Standard Edition 2 database with selecting the databaase type to the default value "Oracle Database enabled for edition-based redifinition" (Oralce EBR).
