Few Of The OSB Services Are Not Working Due To XSLT Error After Applied October Release Patch. (Doc ID 3071139.1)

Goal

After applied the October release patch on our DEV environment, we observed few of the OSB services are not working due to XSLT error.
These services are deployed long time and working fine on other environments which October patch is not applied yet.
We have rollback the patch on our DEV environment to available for DEV team and after rollback the patch we are not seeing these XLST errors.
Attached the logs along with the details of the patch before and after October release patch.
