Patching ORDS Changed The ORDS_PUBLIC_USER (Doc ID 3071376.1)

Symptoms

After patching the production ORDS from 24.1.0 to 24.2.3 after few days  service was down.
It couldn't connect to the database, because of password change for the user ORDS_PUBLIC_USER.

Didn't change the password for ORDS_PUBLIC_USER.
