[OIG] Users are Locked Out After 5 Failed Login Attempts on OIG Self- Service Console even with "Permanent Lockout" Disabled. (Doc ID 3071855.1)

Goal

The user have disabled "Permanent Lockout", "Lock Duration", and "Maximum Incorrect Login attempts counter" in the OIG default password policy, and I repeatedly logged in to the OIG self-service console with an incorrect password.
The user was hoping that the account would not be locked, but after five incorrect passwords, my account was locked.

The OIG password policy has been set correctly according to the following documentation:
