TreeTable Continues To Scroll When Windows Display Setting(SCALE) Isn't 100% (Doc ID 3071871.1)

Symptoms

When scrollbar of treeTable is dragged down to the bottom and then the scrollbar is dragged up a little, treeTable continues to scroll up without user interaction.
This issue occurs when Windows display setting(scale) isn't 100% (ex. 125%,150%,175% etc..).
