Unable To See the Drop Down Values in WFR Solution Configuration Manager

Symptoms
After installing WFR Solution Configuration Manager (SCM) on a Windows 2016 server, when hovering over the "Manage Project" menu, the submenus do not display. Everything else appears to be in working order. The "Manage Projects" menu should display 3 submenu options:
- Manage Project Configuration
- Manage Existing Package
- Manage Database Connections
The trace.log for WFRSCMWeb shows:
This happens in Chrome and Edge browsers.
