Symptoms

The use of SYS.UTL_DBWS.CREATE_SERVICE method seems to create a runtime error
in Oracle 10.1.0.3 database. According to the documentation you should be able to call function
utl_dbws.get_services, but this code doesn't exist in the database; which causes the following
runtime error if you try to execute the package that uses utl_dbws.get_services:
