SALT Outbound: Remove RFC3986 Encoding for GET and DELETE http-methods (Doc ID 3073467.1)

Symptoms

GWWS is removing RFC3986 encoding the JSON string only for POST and PUT http-methods.
For GET http-method, GWWS is still doing RFC3986 encoding.

This is causing issue for extenal API since external API expects GET string in URL only in plain text string format and not RFC3986 encoded.
