[STL] Cannot Approve And Publish Held Voided Dependencies (Doc ID 3074987.1)

Symptoms

When one tries to approve a dependency of a deleted asset and clicks the "Approval" button, the page is just reloading and the message that appears in the UI after clicking the "Approval" button is: "Asset may be held due to changes in assets which refer to it".

This issue is regarding only the voided assets.
