Forms Builder 14c Fails With Frm-91111 Frm-10039 (Doc ID 3076023.1)

Oracle Forms Builder can not start in Linux after new Forms 14.1.2.0.0 environment setup.

It is verified that X Window System (often referred to as X11) works properly.

The following error is shown:

FRM-91111: internal error: window system startup failure
FRM-10039: Unable to start up the Form Builder

New installation or first time to run Forms Builder on this instance.

NLS_LANG is configured to a character set specific to Windows (WE8MSWIN1252).
