Domain Creation Fails with the Error "goto was unexpected at this time" (Doc ID 3076231.1)

Symptoms

After installing 14.1.2 binaries with JDK 17, invoking config.cmd gives an error

no log file gets generated.

The installation of binaries was successful. No error was reported in the installation logs as well but config.cmd will start and exit with the above error.
