Deployed Application Status Shows "Installed" Instead of Active for the Secondary Node (Doc ID 3076562.1)

Symptoms

Deploy application to the cluster which has 2 servers spread across 2 physical machines.  From WebLogic Console --> Deployments tab, the application shows as Active.

However from the individual managed server's deployments tab, the application status can be seen as "Installed" instead of ACTIVE. This is for the managed server that resides on the remote machine.

Below warning is notices in the logs:
