Symptoms

When attempting to upgrade ORDS, the following error is encountered:
ORA-38824: A CREATE OR REPLACE command may not change the EDITIONABLE property of an existing object

Changes

Oracle Database was converted from NON-CDB to CDB with PDB
or
Oracle Database upgrade happened
