Symptoms

On a new 14c installation, attempting to access Oracle Directory Services Manager (ODSM) or Enterprise Manager (EM) fail with "Error 404--Not Found".  Reviewing AdminServer.log we see several Library Deployment Exception's, e.g.

 

 

Whereas OID itself is functional, ODSM and EM are not available.
