Error Cannot Upgrade ORDS Because the Schema Version Does Not Contain a Value (Doc ID 3078014.1)

Symptoms

1. ORDS 24.4 is installed in CDB, ORDS is accessible from the PDBs as well.
2. When a new PDB is created (not created from PDBSEED), ORDS from new PDB is not accessible.
3. When installing ORDS once again, the new PDB is detected but throws following error:

 

Changes

 New PDB is created from xml or a from backup, not from the PDBSEED.
