Symptoms

Performing In-Place or Out-Of-Place upgrade of Oracle Forms and Reports 12.2.1.4/12.2.1.19.0 to 14.1.2. Running upgrade assistant from "$ORACLE_HOME/oracle_common/upgrade/bin/ua" and selecting the Domain path.

In the All Configuration-->Select "All Configurations Used By a Domain" and click "Next" to show the below error.
