Launching the Capture Client Throws "Unable To Cache Bundle" Error on Several Bundles (Doc ID 3080158.1)

Symptoms

Launching the Capture Client throws "Unable To Cache Bundle" error on several bundles.  The same workstation can install and use the Client from a lower environment and that client also works properly in the higher environment.  But when installing and launching the client from the higher environment, the Client throws these errors and after clicking OK on those errors, it comes up blank.
