OUD 12c Authentication with Updated userPassword via OUD REST API Fails with "Invalid Credentials" (Doc ID 3080187.1)

Symptoms

Able to update the user password using Oracle Unified Directory (OUD) 12c REST API PATCH command, and the userpassord hashed value changes, however not able to authenticate with the new password after the update.
