On : 12.2.1.4.0 version, Oracle Forms

Running forms work without security warnings when jacob.jar is not signed.

Using Forms Stand Alone Launcher (FSAL) to open forms. There is no browser involved.
For Example:

However, when run same form via WebStart, then you do see warning messages.

Why are there no security messages with unsigned jacob.jar when running forms with FSAL? How are security policies enforced?
