Using RealTime Publishing the Asset is Published Successfully but cannot be Displayed on the Target Site (Doc ID 3081201.1)

Symptoms

Two new webcenter sites 12.2.1.4.0 were installed and a source WCS instance and a Target WCS instance were created. Then a test site was created in both environments. Then, ADMIN was used in the background to set the Target TEST SITE as the publishing destination. After doing all this, a simple asset was used for publishing test. The result was that the background could be published successfully, but the foreground target could not see the asset.
