Symptoms

PUBLIC user is not able to view files uploaded by other portal users.

Upload a document to portal

Access this document as a PUBLIC user, using direct access URL
( http://<hostname>:<port>/pls/portal/docs/<document_name> )

Not able to view the document. Instead, the login page comes up.
